Squabbling over reefs and rocks that for nearly all of history nobody much cared about—in regionally-appropriate metaphor, that’s like the endgame of a game of go where the main borders are long since firm but there are still a few points of territory left to squabble over. The real problem is that there’s no next game to play if somebody resigns.
