The ultimate purpose of a justice system is to stabilize society. The idea is to work from both ends: Provide security and fairness to the people at large, while at the same time firming the position of the elites who write the laws. All are equal before the unequal law. If it tilts too far in either direction, the losers will exercise their power in reaction—oops, the system backfired! Here, shortsighted and racist elites have captured power and pushed authoritarian control too far. The first step toward a solution is to make the income tax more progressive.
