Q. How many committees does it take to change a lightbulb?

A. One to defer the question for further study, one to estimate the five-year net return on investment, one to call for increased funding levels for facilities maintenance, one to recommend a longer time horizon as appropriate for infrastructure planning projects.... The real question is, how many committees will come and go before somebody else changes the lightbulb?
