Why does nobody declare war any more? I always supposed it was due to modern cynicism, but it turns out that there is a sound reason under international law: War is illegal. The U.N. Charter says “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state.” That’s international law for you, it’s so mighty that everyone pays lip service.
