Congress in 1789: Hmm, the right to bear arms is about
keeping civil order.
people: And self-defense. And, you know, eating.
Congress: What if the feds turn despotic someday?
people: Then we’ll call up the militia and have another
revolution.
Congress: That works, the states are so much more powerful.
people: No duh!
Congress: OK, let’s make it an individual right, but we’ve
got to mention the militia. That will freeze the status quo.
people: Cool.
Congress in 2007: Now the prez can call up the state militia
no matter what the state says.
all 50 state governors: We object!
Congress: So what?
The state militias are now called the “National Guard” of each state.
Today the federal government sometimes intervenes to fix problems in
the states, while the states, even working together, have limited
power to correct problems in the federal government.
