International Relations Algorithm

1. List all issues of international relations.
2. Set T = the international temperature due to friction.
3. Sample a Boltzmann distribution of issues, and choose the issue which randomly comes up as the hottest.
4. Choose a side of the issue according to your beliefs. (This is where politics comes in.)
5. Fight on until you win or lose.
6. Declare victory.
7. Go to step 1.
